The Stimulus Can’t Be Just for "Shovel-Ready" Infrastructure

The term “shovel-ready”—as in, infrastructure projects that are ready to begin—has become a favorite of in recent weeks. The latest version of the economic stimulus gives only projects that are able to start construction within 90 days eligibility for funding. Here is why that mandate could make the infrastructure crisis worse.
