In a sharp reversal of Bush administration policy, California and 13 other states will be allowed to set stricter automobile emissions and fuel efficiency standards. Under the policy, automobile manufacturers must begin producing and selling cars and trucks that get higher mileage than the national standard, against the wishes of auto companies.
