netbuzz sends along a piece from Network World reporting that the number of computer science majors enrolled at US universities increased for the first time in six years, according to new survey data out this morning. The Taulbee Study found that the number of undergraduates signed up as computer science majors rose 8% last year. The survey was conducted last fall, just as the economic downturn started to bite. The article notes the daunting competition for positions at top universities: Carnegie Mellon University received 2,600 applications for 130 undergrad spots, and 1,400 for 26 PhD slots. “…the popularity of computer science majors among college freshmen and sophomores is because IT has better job prospects than other specialties, especially in light of the global economic downturn. … The latest unemployment numbers for 2008 for computer software engineers is 1.6%… That’s beyond full employment. … The demand for tech jobs may rise further thanks to the Obama Administration’s stimulus package, which could create nearly 1 million new tech jobs.”

theodp writes “Among the first to benefit from the investment in roads and bridges from Obama’s stimulus plan is Microsoft, which has B in the bank. Local planners have allotted M to help pay for a highway overpass to connect one part of Microsoft’s wooded campus with another. Microsoft will contribute almost half of the .5M cost; other federal and local money will pay the rest. ‘Steve Ballmer or Bill Gates could finance this out of pocket change,’ griped Steve Ellis of the Taxpayers for Common Sense. ‘Subsidizing an overpass to one of the richest companies in the country certainly isn’t going to be the best use of our precious dollars.’ Ellis called the project ‘a bridge to Microsoft,’ alluding to Alaska’s infamous ‘Bridge to Nowhere.'” A White House spokesman said this bridge project is still under review.

CWmike writes “The fallout from Thursday’s arrests of a District of Columbia IT security official and contractor quickly raised questions about the fate of Vivek Kundra, the new federal CIO who until recently ran the office now mired in bribery allegations. Appointed by President Barack Obama as CIO less than two weeks ago, Kundra was CTO for the District of Columbia. But yesterday, Kundra’s former office in a downtown government building was a crime scene. A White House official, speaking on background, confirmed today that Kundra took a leave of absence from his new CIO job shortly after federal investigators arrested two men in the DC government office on bribery charges. The official would not elaborate on the reasons for the leave; there were no indications yesterday that Kundra was involved in any wrongdoing. Kundra’s decision could slow his plan to create a ‘revolution’ in the federal government’s use of technology.”

Penguinisto writes “According to CNET, Knowledge Ecology International’s FOIA request for information about ACTA was denied. ACTA is the pending copyright treaty believed to have been authored by lobbyists for the content cartels. Even stranger, the denial cited ‘national security reasons (PDF). While it is not unusual for the White House of any administration to block FOIA requests for national security reasons, one would think that a treaty affecting civil interests alone wouldn’t qualify for such secrecy. Not exactly sure what involvement the former RIAA mouthpiece Donald Verelli (a recent Obama pick for the DOJ) may have in this.” KEI is not alone; the European Parliament wants to see the ACTA documents too.

The bad news is most of those people think it’s up to someone else to get knowledgeable. Only 15% actually know how much of the planet is covered in water (47% if you accept a rough approximation of the exact number) and over 40% think dinosaurs and humans cavorted together like in some sort of ‘Land Of The Lost’ episode. What to do? Pres. Obama thinks merit pay for teachers makes sense. Yes, it will enrage the teachers’ union, but it might inspire better people to go into science teaching. It’s either that or accept that almost 50% of Americans won’t know how long it takes the earth to go around the sun.”

There was no indication that Kundra was connected in any way to the FBI’s raid, which was part of a bribery sting operation. And if Kundra was aware of what was going on at his former offices or concerned about the raid, it wasn’t evident during his speech at FOSE 2009, a trade show focused on government IT. The FBI would not comment on the reports. President Barack Obama last week appointed Kundra to be the federal government’s first official CIO.”

An anonymous reader sends this quote from the Associated Press: “Reversing an eight-year-old limit on potentially life-saving science, President Barack Obama plans to lift restrictions Monday on taxpayer-funded research using embryonic stem cells. … Under President George W. Bush, taxpayer money for that research was limited to a small number of stem cell lines that were created before Aug. 9, 2001, lines that in many cases had some drawbacks that limited their potential usability. But hundreds more of such lines — groups of cells that can continue to propagate in lab dishes — have been created since then, ones that scientists say are healthier, better suited to creating treatments for people rather than doing basic laboratory science. Work didn’t stop. Indeed, it advanced enough that this summer, the private Geron Corp. will begin the world’s first study of a treatment using human embryonic stem cells, in people who recently suffered a spinal cord injury. Nor does Obama’s change fund creation of new lines. But it means that scientists who until now have had to rely on private donations to work with these newer stem cell lines can apply for government money for the research, just like they do for studies of gene therapy or other treatment approaches.”

So what might that look like? Well, little more than a month ago Kundra was slated to sing the praises of Google Apps to government officials in a webcast. A Kundra quote from the presentation slides: ‘Why should I spend millions on enterprise apps when I can do it [with Google] at one-tenth cost and ten times the speed? It’s a win-win for me.’ You can follow Kundra’s love affair with Google on YouTube, from his announcement of the Google-Washington DC partnership he brokered through a co-starring role with a Google attorney on a video pitching Google-enabled technology for the Obama Administration. Not surprisingly, some say Obama’s choice of a Google-party-goer who worships Google could cause big headaches for Microsoft.”
