Google Urges National Inventory of Radio Spectrum

Hugh Pickens writes “Google, the wireless industry, and consumer advocates have come together to support a bill that would require the federal government to take a complete inventory of the national airwaves to determine what spectrum is being used, how it is being used and who is using it. The government needs to clean up its sloppy record keeping, they say, or the US risks running out of wireless capacity with the increasing use of the mobile Internet. ‘Radio spectrum is a natural resource, something that here in the US is owned by all of us American citizens,’ wrote Richard Whitt, Google’s counsel for telecom and media. ‘Most of us don’t give it much thought — and yet use of these airwaves is precisely what makes many of our modern communication systems possible.’ The new law, if passed, would require the Federal Communications Commission and the National Telecommunications & Information Administration to report on the use of all spectrum bands between 300 megahertz and 3.5 gigahertz, including information on the licenses or government user operating in each band and whether the spectrum is actually in use. The unusual alliance between Google, public interest groups, and big telecommunications companies may be temporary. The telecom companies want to have the opportunity to buy any extra spectrum at an auction while Google advocates the use of new technologies that would allow the spectrum to be shared by whoever needs it.”

AT&T Sends Mixed Message On Behavioral Advertising

Ian Lamont writes “An advertising company that runs a ‘targeting marketplace’ and partner AT&T are playing down the telecommunications giant’s use of its services after AT&T’s chief privacy officer told a House subcommittee yesterday that the company does not engage in behavioral advertising. The AT&T executive testified (PDF) to the House of Representatives Subcommittee on Communications, Technology and the Internet that AT&T would not use behavioral advertising methods without informed customer consent. However, AudienceScience, a company that records ‘billions of behavioral events daily’ has apparently worked for AT&T since 2005. After the hearing, AudienceScience removed a client testimonial relating to AT&T from its website, so ‘all the appropriate parties [have] consistent messaging,’ its CEO said. An AT&T spokesman also said that the testimony was talking about AT&T’s role as an ISP, not an advertiser.”

Telstra Lays Down Law On Social Media

Kerrieanne writes to tell us that Australian telecommunications giant Telstra has become the first major player down under to lay down the law with respect to social media. Still recovering from the shakeup surrounding a Telstra worker using the name of the communications minister on Twitter, they have released a six-page set of guidelines on the use of Facebook, Twitter, and other similar websites for both company and personal use. “Under the guidelines, which are backed up with the threat of disciplinary action, employees using sites on official Telstra business should disclose who they are, ensure they do not give away confidential information and treat other users with respect. They are required to complete an accreditation process and undergo training to update their ‘knowledge on emerging social trends and evolving best practice in social media.'”

Europe Is Testing 12.5 Gbps Wireless

Lorien_the_first_one brings word that in Europe, a breakthrough for post-4G communications has been announced. A public-private consortium known as IPHOBAC has been developing new communications technology that is near commercialization now. Quoting: “With much of the mobile world yet to migrate to 3G mobile communications, let alone 4G, European researchers are already working on a new technology able to deliver data wirelessly up to 12.5Gb/s. The technology — known as ‘millimeter-wave’ or microwave photonics — has commercial applications not just in telecommunications (access and in-house networks) but also in instrumentation, radar, security, radio astronomy and other fields.”

Google’s Free Phone Manager Threatens Traditional Services

Google stepped up its attack on the telecommunications industry on Thursday with a free service called Google Voice that, if successful, could chip away at the revenue of companies big and small, like eBay, which owns Skype, telephone companies and a string of technology start-up firms.

UK Government Wants To Kill Net Neutrality In EU

Glyn Moody writes “Not content with snooping on all Internet activity, the UK government now wants to introduce changes to the contentious EU Telecoms Package, which will kill net neutrality in the EU: ‘Amendments to the Telecoms Package circulated in Brussels by the UK government, seek to cross out users’ rights to access and distribute Internet content and services. And they want to replace it with a “principle” that users can be told not only the conditions for access, but also the conditions for the use of applications and services. The amendments, if carried, would reverse the principle of end-to-end connectivity which has underpinned not only the Internet, but also European telecommunications policy, to date.’ To add to the irony, an accompanying text cuts and pastes from Wikipedia, without attribution.”

Digital TV Coupon Program Under Way Again

An anonymous reader writes with this excerpt from CNet: “Federal regulators said Thursday they are going into ‘search and rescue’ mode to help the millions of consumers unprepared for the phased transition to digital television, which culminates with the June 12 transition deadline. The millions of consumers waiting for coupons for digital converter box coupons will finally receive them within the next two and a half weeks, thanks to emergency funding for the coupon program provided in the stimulus package, said Bernadette McGuire-Rivera, an administrator for the National Telecommunications and Information Administration. The NTIA is also ratcheting up its outreach to consumers most likely to be unprepared for the transition… FCC commissioners said their agency is also intensifying its outreach, but they acknowledged that while one third of television stations have already dropped their analog signals, the hardest part is yet to come.” We previously discussed the DTV coupon program when it ran out of money in January. The 0 million from the stimulus packages adds to the .3 billion that’s already been spent.

Obama Picks Net Neutrality Backer As FCC Chief

Ripit writes “President Obama on Tuesday nominated Julius Genachowski as the nation’s top telecommunications regulator, picking a campaign adviser who has divided his career between Washington, D.C., political jobs and working as an Internet executive. Genachowski is likely to continue the Democratic push for more Net neutrality regulations, which are opposed by some conservatives and telecommunications providers. He was a top Obama technology adviser and aided in crafting a technology platform that supported Net neutrality rules.”
